The creatures start out their lives with no bio luminescence whatsoever in an attempt to hide from predators that would like to have them for lunch (or dinner, whatever. Critters like Devilfish aren't very picky about times of the day). When you first adopt one, you will see nothing at all in your mini-tank. As they grow older the luminescence will develop and you'll see more and more of your hatchling!
